Make sharing Workspaces to Groups a configurable permission

Dear League!

At time of writing, only Analytics Admins can share an Analysis Workspace with Groups of Users. I think this should be a privilege that can be given to any User through the Admin Console, like Curating Workspaces. Making someone an Admin just so they can share a Workspace with Groups is far overkill.
