Can anyone please share , how to create Persistent Client Context data in Analytics?

That's not something tracked out of the box, however you could assign that data to an eVar. eVars can persist as short or as long as you want them to. See this page for more information: https://marketing.adobe.com/resources/help/en_US/sc/implement/eVarN.html

What do you mean by context data? what do yo have in your client context if you have PI then that can't be saved in analytics because or privacy policies.
