Provide more extensive GEO Grouping options

Great suggestion. Tim, would you agree with Dan that this is best achieved simply by making Country a SAINT-classifiable field?

Allowing SAINT uploads on the default Country variable would be great. Otherwise we need to eat up another variable for this.
