If there are more than one segment in a report, does the sequence of the segmentation matter?

When segments are stacked, they are clubbed using the AND operator. So the segment order doesn't matter here.

If you create a new segment using other segments as conditions, you will have the ability to select the operator that acts between them (OR, AND, THEN)

Order in which multiple segments are applied should not affect metrics results. You can further double check your case by changing the order of segment application & correspondingly checking metrics count. Regards, Saurabh Kumar.
