User Settings for Annotations for non-admins

Description - Have an option to grant specific users access to share Annotations with 'All Users' without granting them Admin access? After granting users who are not Admins the ability to create Annotations, they are only able to share them to specific users and it doesn't appear they have an option to share to 'All Users'

Why is this feature important to you - It allows for non-admins the ability to share Annotations to approved user groups (or all users) without needing an Admin to do this

How would you like the feature to work - Have an option in the admin console to grant specific access to individuals to be able to share Annotations to approved user groups or to All Users

Current Behaviour - Only Admins can share Annotations to 'All users'
