how enable access to User management API

I want to create a project with the following guide https://docs.servicenow.com/bundle/rome-it-asset-management/page/product/software-asset-management2/task/set-up-adobe-subscription.html to sync servicenow, but impossible to add the user management API. can anyone help me ?

The User Management API is available to Enterprise organizations only, not Teams/Education/Individuals

For users in an enterprise organization, System Administrator access is required in order to create integrations with this API
