Allow all users to copy a DTM rule

Currently in DTM, only Admin users have the ability to copy an existing rule. All roles have the ability to create a rule, but only Admins can copy. Why is that?

This capability would be extremely useful to all roles, and not just Admins. Please open up the copy feature to users in all roles.
