Data Governance does not permits export

In AEP, I was following this link https://experienceleague.adobe.com/en/docs/experience-platform/data-governance/e2e
To apply data governance. When I apply at Connections Destination level for C12 Label. The system successfully permits exports of the data. However, when I apply the C12 label at Schema, Dataset, and Audience level the system allows export of the data to the destination. Why is that and how could I make sure the Data Governance Labels permits exports at different levels? Please do not hesitate if you need anymore information.
