Does Core Services Upload via FTP update or replace?

Hi i'd like to clarify that if  custmoer A has attribute x = 1 and i want to update it i need to reupload a file where custmoer A has attribute x = 0 then it will change. I.e. the file is updating each time, and not performing a drop and replace
