Launch Rules action execution.

When you order the arrangement of the ACTIONS on a rule, do those actions wait until the previous action has finished?

If not, would the better approach be to break these up into Rules and give them a specific order

Yes, they perform each action linearly.

In my implementation, The 'Send Beacon' only triggers after it is finished setting variables.
