Adding device graph data to Target

If someone has built a deterministic/ probabilistic device graph for digital fingerprinting - can they utilize this graph within Adobe Target?

For example, add this user profile data to build out an even more robust user profile in Target, by combining with Target and Analytics data.  If so, would this be done thru Adobe I/O, Firefly, or directly into Target product via API?  Or do we need to utilize Audience Manager of People Core Service in Adobe.  Trying to understand the flow and architecture- and if it is even possible.

      We do build them for certain engagements, but I've only been with the company a fee months and have not yet had this conversation with our CDS yet.
