Admin API and folders

I'd like to use the admin api to create internal tooling for creating json offers for our applications.  Ideally we'd be able to create the offers in folders (like in the Adobe Target tool) that make it easier to know what is generated by our internal tool.  Bonus points if we could restrict permissions to the folder.
