Do updates to entities change Collections used in Adobe Target Activity?

Hi, 

I see in documentation that "collections are updated with each run of an entity", was wondering if collections are updated when we use delivery target api to update entities as well and if collection that activity is using is updated as well? so when we using inclusion rules in an activity, it will filter entities based on the update values and parameters of the inclusion rule?
