Is Adobe Experience Cloud Visual Editing Helper not working?

You need to widen your browser window.

When the browser window is too thin the options aren't shown.  

Below is an example of the VEC in the same browser window where I started out with a thin window and then the next screenshot is where I widened it slightly.
