On-Device Decisioning with Remote Offers

We are trying to test the On-Device-Decisioning (ODD) Feature for our XT Activities and have noticed that some Activities are not qualified for ODD ... for reasons.

According to the documentation, it is not clear why some of the Activities are not qualified.

We tried to check what the reason for the exclusion could be and it seems to be, that Activities with an Remote-Offer as a result are not qualified for ODD. 

The Remote Offers are just relative URLs to our central CMS and we see no technical reason why this should not be possible.

Is this use-case just not implemented or are there any other reasons?
