FDA stands for Federated Data Access. It is used to access data stored in external database (i.e. outside of Adobe Campaign own database).

Note: you posted in Campaign Standard, FDA is not supported here.

It's only available in Campaign Classic and you may refer to documentation for more information: Accessing an external database (FDA)
