Campaign Standard access to a transactional email creative

Is it possible to grant a user to a transactional email template WITHOUT giving them ADMIN access? 

How would that setup look like?

All want to do is grant read-write access to the Creative content. That's all.

Unfortunately no.

Today admin permissions are required to access transactional messages

    Are there plans to address this? Meaning isolate or add new types of permissions as not everyone in the tool should be an admin.
