Ability to select custom date ranges on utilization report

Problem: Utilization Chart is only able to be generated for a WEEK or MONTH. Users are not able to view utilization charts for a custom date range. This make it impossible to see how the project is progressing over the entire life cycle of the project or during a specific data range.

Solution: Provide users to select custom date ranges and generate the Utilization Graph from those dates.
