Add notification settings to Layout Templates

Description - We would like to be able to set notification settings via layout template. Many of our users do not need to receive all the notifications that they are getting, and are not tech savvy enough to know that they can change their own settings. 

Why is this feature important to you - Being able to tie this to a layout template would let us mass-set notifications for large groups of users easily.

How would you like the feature to work - Layout template builder would have an option to set the notification options (Instant, daily, off) for each type of notification currently active in our instance.

Current Behavior - Notifications have to be set for users manually.
