Description - Allow PDF layer functionality to be available in Proofing

Why is this feature important to you - Users who go to the effort of incorporating layers into their PDF's don't want their final audience to not be able to use them.

How would you like the feature to work - Retain more of the original PDF structure to allow layers through

Current Behaviour - Workfront flattens the PDF to view in proofing, thus removing the layer functionality.
