Allow Programs to be affiliated with multiple Portfolios

Currently, Programs can only be associated with one Portfolio. We would like to be able to associate a Program with multiple Portfolios

We often have campaigns with multiple workstreams and work teams that need to be integrated. A Program that can be shared across Portfolios would be a good solution for this need.
