Bulk edit symbol missing in random reports

Hi

I am having an issue where I have two issue reports which are virtually identical. One of which, a user can bulk edit issues in the report and in the other they can't. They don't have the pencil symbol in one while they do in the other see screenshot. It also extend to two users with identical access to the system where one user has the issue above but the second user can't bulk edit either report. Wondered if anyone had any ideas?

Does the user have manage access to all issues pulling into both reports? Both reports shared with the user?

Thank you so much for this, i believed they did but you are right it was because the users didnt have manage access to all issues in the report.
