Calendar view Monday to Sunday as global setting

As default the home view calendar seems to display the week from Sunday to Sathurday. We usually use Monday to Sunday. At the moment the option to select the day of the week that the week starts on is an individual setting that each user would have to do for themselves. Could this be changed into a global setting so the Administrator could change this default for all?
