Converting a JPEG image to a Temple on design.staples

A customer wished to edit the content of business cards that he claimed a Staples copy & print center from another location had designed for him. However, he was unable to do so because his order was a jpeg rather than a template he can freely edit. Is there a way I can send a copy of his business card to design team where they can format a template out of it so he can freely edit it whenever he wants to make new copies rather than paying for redesigns every time he needs a new one?
