Create Private Program/Projects, Only Accessible To A Selected Group Of People, And Not Accessible By The Sys Admins

We would like to be able to create a portfolio, only accessible by the senior executive within out company, so they are able to create programmes of work incorporating sensitive projects.
We do not want Sys admins to have access to these portfolios/programmes/projects, as the the work will be very sensitive.
