Cross-template predecessor setup

We have a possibility to set-up cross-project predecessors but it's not possible to do the same in the templates. Setting up these dependencies on the template level would reduce manual work afterwards and would trigger connection between different projects automatically, so different teams can get connected and work smoothly on their items.
