Customizing Schedules: Defining predictable recurring Full Day Exceptions

It would be helpful to be able to set predictable recurring full day exceptions one time, and define these exceptions for several repeating years based on recurring rules ("set it and forget it"). This will save Administrators from needing to remember to go into schedules periodically and configure the exceptions, a task that's multiplied by the amount of schedules an instance contains.

Examples would be: Last Monday of every May (Memorial Day), 4th day of every July, if that day falls on a weekday (4th of July), etc.
