DAM: Functionality to limit download presets to specific folders instead of user groups

Control to apply this functionality at folder level, so only assets in a specified folder can be downloaded in format x,y or z.

Example, is we have jpegs of logos we do not want amended, in case they get pix-elated by novice users, be we are happy for jpeg photos to be downloaded in any size.
