Delivering Reports only to Users who meeting Filter Criteria

Right now, reports are sent to ALL recipients on the list, even if the information is not applicable to them. I think the ability to create reports, and send only to users who have information in the report should receive a copy of the report, and the report should only contain the information relevant to them.

For example, I want to deliver a report of "Projects Not Updated >30 Days" which would tell project managers that they need to go in and update or close their project. However, I currently have over 100 PMs in the system,and there may only be 20 projects that meet this condition. I would want the report to only be delivered to the PMs who have a late project, and the report should show only their projects, and only the ones that are late.

This would significantly reduce the number of emails going to people who do not meet this criteria. This is different from having a user log in and run a report -- it will be delivered to them using the send feature.
