Give PMs ability to prevent users from Logging Time to Completed Tasks

Can we get this idea to get some traction. Please vote to make it a reality.

It has been requested since 2017 and nothing has been done about it!

I really don't understand why they keep kicking this can down the road. This continues to be a financial/bookkeeping/budgeting nightmare.
