Have the ability for notes to be added via the Tasks Update "Log Time" screen

Description

When entering time via a timesheet view, I have the ability to add Notes to the hour entry by clicking the "+ Comment" that appears below the hour.  The same mechanism doesn't exist in the "Log Time" view attached to the Tasks Update screen.

Why is this feature important to you

First, consistency in how the UI works for similar things across the various UI elements/areas.  Second, the need to input comments can be required by business processes (and we enforce this via Fusion, for example).

How would you like the feature to work

Just use the same input component that allows the comment input in both places.

Current Behavior

The Log Time mechanism doesn't take in notes.
