Hide/Remove "Create New View/Filter/Group" option

If the user's Access Level Filters = "No Access" or "View". The users will not be able to create Views/Filters/Groupings. Currently, the "Create New View/Filter/Group" option is still available for these users and they can spend time building a view, filter and grouping but are not able to save it.

Hide/Remove the "Create New View/Filter/Group" option will avoid causing confusion and frustration to users.
