I have transferred a team member over to the new experience but they cannot make a request. The option doesn't appear under the waffle. Under the old WF expericence she has access to requests. Does anyone have any ideas on why this would be?

Do you use layout templates? In layout templates, you can select what shows in the Main Menu.

If you're not using layout templates, I believe what shows in the Main Menu depends on the user's access level.
