Improved Check In/Check Out functionality

I think it would also be helpful to be able to check-out PROOFS (currently you can only check out a document). We have a problem that the designers like to upload a new proof or resolve comments while it is still being reviewed... and sometimes comments are steted.

We would like to either be notified that there are documents checked out when a project is marked as completed, or actually prevent the project from being completed if docs are still checked out. Also, we would like to disallow documents to be checked out if the project is marked as completed.
