Is it possible to add a custom field to select active portfolios and programs?

Is it possible to do this to automatically pull in the active portfolios and programs, without manually listing them as answers to the question?  If programs and portfolios change, I would want this to be automatically updated in the custom field.

    Are you willing to pull them in a report? Which type report you are looking for? Task type or portfolio type?
