Is there a column, custom or otherwise, on a project object report that allows me to report on which milestone a project is currently at? I am aware of the view available in the Porfolio/Program, but my need is to report this across organizations.

I'm not sure if this will help you do exactly what you're looking to do, but there is this thread about Reporting on which Milestone a project is currently in that seems to be similar to what you were trying to accomplish.
