Last Note: Note Text show last visible update

The current designed behavior for the report field "Last Note: Note text" is to show a blank field if the last task update was deleted by the user.

I challenge that this is terrible design and this field should always show the last visibie update text and ignore a more recent update that was deleted. If there are visible update text on a task, the latest one should always show on this report and never show blank just because the last comment was deleted.
