Manually Set Planned Start/Completion Dates

When you are creating a project, you only have the option to set the Planned Start Date or the Planned Completion Date and then the rest is calculated by the project timeline.

I would like the ability to set manual Start and Completion dates for my project and have it not be based on the tasks.
