Merge Users history (deactivated to replacement profile)

There are instances where we have deactivated a user and they have a new user profile. If we delete the deactivated user the history for that person gets erased with the profile.

We would like the ability to clean up these instances by being able to merge user history of the deactivated account to the new user profile or some version of that to get the result we are looking for. Merging user histories.
