PHQ: Pointer from Comment to Markup

Currently when you select an existing comment in PHQ the pointer/line that links to the comment or markup is a very light grey. It's very tough to see, especially on higher-resolution screens.

I propose making it red to match the numeric "tags" on the proof. Or, make it configurable by the admin or by Support.
