Prioritize New Requests (not converted into Projects)

I would like to be able to use the Portfolio Optimizer to prioritize new requests that have not been converted to a project yet. If we have 20 new ideas (requests) submitted for review, it would be great if we could have WF prioritize them like we do for projects.

    I need to not only use the portfolio optimizer for requests, but also for projects that are NOT yet in progress (aka planning).
