Remove Hyperlinks in the Project Report where user does not have access

The difference between Classic and NWE has been identified where the hyperlinks to the project work differently in the report where the user does not have access to.

In Classic - There is no hyperlink to the project where the user does not have access.

In NWE - There is a hyperlink to the project in the report, however, upon clicking the link it shows the message that the user does not have access permission to the project.

Can this behaviour be consistent? Basically, we would like to have no hyperlink to the project at all for the user if the user does not have any access to the project in both environments.
