Report not filtering correctly

I have filters set on a report to show "Contract Types - Is Not Blank" and "Project Owner - Peter Disalvo", per screenshot 1. As screenshot 2 shows, the report is showing both blank Contract Type fields and project owned by other users.

Your current report is working for both of your filters(one set above the OR and other set below it)

You have to add the same filters for Contract type & Owner ID in the OR condition as well to pull the data that you are looking for.
