Restart Issue Numbering Per Project

We'd like the ability to restart numbering on issues per project. We try to reference specific issue numbers in calls with our customers. It's easy to say "let's look at issue #3" vs "let's look at issue #40275". The long numbers are meaningless to consumers of the issues list.
