Restrict Issue Creation in Hold Status

As the On Hold Status does not allow an Issue to be notified or actioned - Why allow the issue to be raised at all.

Suggestion is to not allow the Issue to be raised while the Project is in On Hold Status. This would eliminate the confusion of raising an Issue that cannot be Actioned or Notified, essentially the Issue is stuck in nowhere land while the Project is On Hold.
