Robust Criteria for Reminder Notifcations

Criteria for new reminder notifications is limiting. Current criteria only allows Incomplete Projects or All Projects.

Project Template should be entered to criteria for project reminder notifications so that email templates (that may be specific to template process) can be applied to new reminder notifications.

Current functionality only allows for very generic email templates that are assumed to be applicable to all projects, which is not always the case.
