Tasks summary tab only shows fields if viewed by users/s assigned to the task

When viewing the summary of a task a user's layout template will apply if the user who is viewing the task is assigned the task.

This defeats the purpose if only assignees can see the fields in the summary tab, as the Project owner / Project managers might want to see this too and not usually assigned to tasks.
