Workload Balancer - Ability to Group by Task/Issue

At a project level, when a task or issue is assigned to multiple people, it is difficult to see the overall impact of allocation changes on the task/issue in the Workload Balancer.

We want to add a function in the Workload Balancer to group allocations by task/issue (see below).

This will reduce the back & forth between the task/issue page and the Workload Balancer page at a project-level.
