Workload Balancer: Add Ability to Filter on Company, Group, Issues, and Resource Pool‚

We can currently hide Completed projects but not our cancelled, on hold or rejected projects.

We would not want those status' to equate with completed. As such they continue to show up in the workload balancer.

I'm not seeing this issue as part of this idea post though it was noted to have been merged with this idea post: https://one.workfront.com/s/idea/0874X000000sYgAQAU/detail.

Great suggestion! Can we also add Programs to the list

Also need to be able to filter and group by Program (aka Campaign)
