@supportmember i think your org is looking for a standalone DAM / Asset Management. It depends on your contract terms with Adobe Sales, where your org might have purchased AEM Cloud solution with site & asset bundle. If site is not required, Adobe support or super Admin can configure each environment and disable site instance for you.
